Is Winchester, CA a city?
No. Winchester is an unincorporated community in Riverside County. There is no Winchester city hall, no mayor and no city council. The Census Bureau counts it as a census-designated place, which is its word for a real community that is not legally incorporated. If you want the full picture of the area, the schools, the shopping and why one address can answer to three names, start with our Winchester city guide. This post is about the new homes, what they cost, and what being unincorporated means for your tax bill and your day to day.
Here is the part that trips people up. The Winchester most buyers mean is the 92596 ZIP code, which is a lot bigger than the original Winchester townsite and includes most of French Valley. So when a builder says "Winchester," the home may be miles from the old Winchester Road townsite. None of it is a city. It is all county.
So who do you call? Here is how services work out in unincorporated Winchester.
| What you need | Who handles it in unincorporated Winchester |
|---|---|
| Land use, new tracts, roads and code issues | County of Riverside, with decisions made by the Board of Supervisors (Third District) |
| A local voice on county decisions | Winchester-Homeland Municipal Advisory Council, which advises the county and does not vote on projects |
| Water and sewer | Eastern Municipal Water District serves Winchester and French Valley; some older townsite parcels are on septic, so check the parcel |
| Parks and recreation programs | Valley-Wide Recreation and Park District, plus parks and pools owned by each community's HOA |
| Law enforcement and fire | Riverside County Sheriff's Department and the Riverside County Fire Department |

What do new homes in Winchester, CA cost right now?
On October 18, 2026, the builders we checked listed new detached homes with Winchester addresses from about $415,000 to the high $600,000s. Remember what a "from" price is: the base price of the cheapest plan on the cheapest lot, before lot premiums, options and upgrades. It can change any week. Every price below came off the builder's own site that day and is rounded to the nearest $5,000.
| Community (builder) | Builder-advertised "from" price, rounded | Size and layout per the builder |
|---|---|---|
| Deerfield at Creekstone (KB Home) | About $415,000, plus cost of solar | 1,510 to 1,760 sq ft, 3 to 4 bedrooms, two-story |

| Auburndale at The Woods (Richmond American) | About $575,000 | About 1,790 to 1,990 sq ft, 3 to 4 bedrooms, gated |
| Juniper at Canterwood (D.R. Horton) | From the high $500,000s | From 1,576 sq ft, 3 to 5 bedrooms |

Sources: KB Home (its Menifee page lists the Winchester communities), D.R. Horton Winchester, Taylor Morrison Winchester, and Richmond American's Auburndale and Meadowbrook plan prices (lowest plan shown), all checked October 18, 2026. D.R. Horton shows its prices as "from the $___s," so we kept its wording, rounded.
Lennar sells a single Winchester community, Amber Valley, mostly as homes already built or under construction. On October 18, 2026 it listed 18 homes from about $495,000 for a 3 bedroom, 1,744 square foot home to about $630,000 for a 4 bedroom, 2,559 square foot home, several with savings tags of $10,000 to $20,000 (Lennar Winchester). This is not every builder in 92596. It is what these five builders showed under a Winchester address that day.
Can you still buy a new home in Winchester for under $500,000?
Yes, and that is the big reason buyers drive out here. On October 18, 2026, three new detached options sat under or right at $500,000 on the builder sites:
- Deerfield at Creekstone (KB Home), from about $415,000 plus solar, the lowest detached price we found.
- Fairview at Creekstone (KB Home), from about $495,000 plus solar, for a bigger two-story plan.
- Lennar's Amber Valley, where the lowest listed home was about $495,000 for 1,744 square feet.
Taylor Morrison's Towns sat right at about $500,000 with only a couple of homes left. If you are open to attached living, Taylor Morrison also listed Oliva at Siena, which it places in French Valley, from about $420,000 (Taylor Morrison, checked October 18, 2026).
Two more KB Home communities, Driftwood and Prairie at Mountain Pass, were showing "call for information" with interest lists forming, so there was no price to report yet. Do not forget the solar line either. KB Home says solar is required on new California homes and is not in its posted price, and it estimated about $62 to $70 a month to buy an average system or $65 to $86 a month to lease one (KB Home, checked October 18, 2026).
How much do Mello-Roos and HOA dues add to a Winchester new home?
Plan on paying both. Because Winchester is unincorporated, the special taxes on many new tracts are set up by the County of Riverside instead of a city. The Board of Supervisors sits as the legislative body for those districts and approves the levy every year. On June 24, 2025, it approved the fiscal year 2025-26 levies for a long list of county maintenance districts, including:
| County district (as named by the county) | Matching new home community in 92596 |
|---|---|
| CFD 23-3M (Canterwood) | Hudson, Juniper, Willow Pointe and Sycamore at Canterwood |
| CFD 23-10M (The Woods) | Auburndale and Meadowbrook at The Woods |
| CFD 23-5M (Courts & Town) | Taylor Morrison's Courts and Towns |
| CFD 22-5M (Siena) | Siena (Oliva and Viola at Siena) |
| CFD 19-2M (Winchester Ranch) | The Winchester Ranch tract |
Source: Riverside County Board of Supervisors, June 24, 2025, item 3.28. The "M" districts generally pay for upkeep like landscaping, lighting and drainage. They are not the only special tax that can land on a new home. Some lots also sit in a bond-funded CFD or a school district CFD, and the Temecula Valley Unified School District, for one, keeps its own CFD information page. The dollar amount depends on the exact lot, so we are not going to guess one here.
Here is where to get the real numbers. California requires the seller of a new home in a CFD to give you a Notice of Special Tax before you sign (Government Code section 53341.5). The builder also has to have a public report from the California Department of Real Estate, which covers the HOA budget and assessments, and you can ask for it before you are obligated to buy (California DRE, Public Reports). Ask for both on your first visit. For how the whole bill fits together, read our Riverside County property tax guide.
On HOA dues, the range is wide. A gated community with a pool and clubhouse, like The Woods, will cost more each month than a tract with a small park. Get the HOA budget in writing for the community you are actually buying in.
How far is Winchester from Menifee, Temecula and French Valley?
Closer than people think. Winchester sits east of Menifee and north of French Valley, along State Route 79, which is Winchester Road. There is no freeway inside 92596, so most trips start on surface streets before you reach I-215 in Menifee or I-15 in Temecula and Murrieta.
| From central Winchester to | Road miles, about |
|---|---|
| French Valley | 6.5 |
| Central Menifee | 7 |
| Hemet | 10 |
| Central Murrieta | 15 |
| Central Temecula and Old Town | 16 |
We measured these center to center with OpenStreetMap routing (OSRM) on October 18, 2026. Your number depends on which side of 92596 your home is on, and many of the new tracts sit south of the old townsite, closer to French Valley and Temecula. Winchester Road and Leon Road both get busy at school and commute hours, so drive your real route at the time you would actually drive it before you buy.
Is a new home in Winchester cheaper than one in Menifee or Temecula?
Usually at the starting line, yes. The lowest new detached price we found in Winchester, about $415,000, was well under the lowest new single-family price we found inside Menifee city limits five days earlier, about $535,000, in our Menifee new homes by price tier guide. Temecula's overall prices run higher still, and our guide to buying new construction in Temecula walks through how buying from a builder works there.
For the overall market, Redfin's median sale price for the 3 months ending August 2026 was about $575,000 in Menifee and about $735,000 in Temecula. We were not able to confirm a Redfin figure for Winchester for that same period, so we are not printing one. Check the Redfin Winchester page directly, and remember that a median mixes new and resale homes.
Then look at the incentives, because Winchester has a lot of builders competing for the same buyer. On October 18, 2026, here is what a few of them were advertising:
| Offer | What it said | Source, date |
|---|---|---|
| Market benchmark | 30-year fixed average 7.28% | Freddie Mac, week of October 1, 2026 |
| Richmond American | 4.999% (5.737% APR) FHA 30-year fixed, or up to $60,000 in Flex Funds | Richmond American Winchester page, October 18, 2026 |
| KB Home | Rates as low as 4.99% (5.781% APR) on a 5/1 FHA ARM | KB Home page listing its Winchester communities, October 18, 2026 |
| D.R. Horton | "Big home savings end November 1" at La Ventana | D.R. Horton Winchester page, October 18, 2026 |
Read the fine print on every one. A 5/1 ARM is fixed for five years and then adjusts. Builder rate offers usually require the builder's lender, apply to certain homes and end on a set date. Get the offer in writing, then have an outside lender price the same home so you can compare the full monthly payment, taxes and HOA included. I am not going to tell you which deal to take. I just want you comparing the real numbers.
