What is Winchester, California?

Winchester is an unincorporated community in Riverside County, California, about 10 miles north of Temecula, governed directly by the County of Riverside rather than by a city government. The census-designated place covers roughly 8.0 square miles with 4,555 residents, but the surrounding 92596 ZIP code covers about 57.9 square miles and 38,981 people, and most of the housing sold as Winchester is physically in French Valley.

That gap is the most important thing to understand about buying here. Winchester, French Valley and parts of Menifee all share the same ZIP code and, in some cases, the same accepted mailing city. Five school districts touch the area. Several tracts carry special tax assessments, one of which the county levies in perpetuity. And roughly 20 to 25 new-home neighborhoods are selling here at once, which makes this one of the most competitive builder markets in Southern California.

Why People Move Here

New construction, Temecula schools, and about a hundred thousand dollars of difference.

Most people who buy in Winchester started their search in Temecula or Murrieta, added up the numbers, and drove ten minutes north. That is the honest version of why this market exists. You are close enough to Temecula that the commute and the errands still work, close enough that a large share of French Valley sits inside Temecula Valley Unified, and far enough north that the land was still farmland fifteen years ago and the houses on it are new.

The second reason is choice. There is nowhere else in this valley where eight national builders are competing for the same buyer in the same ZIP code at the same time. Homes.com counted 25 new-home communities in 92596 when we checked in September 2026. KB Home, D.R. Horton, Lennar, Beazer, Richmond American, Meritage, Taylor Morrison and Tri Pointe all have active neighborhoods here. When that many builders share a market, incentives get real. One will buy your rate down three points and another will not move on a dishwasher, and which is which changes every month.

The third reason is the household profile, which tells you who is actually moving here. In French Valley, the Census Bureau's 2020 to 2024 figures show 87.4% homeownership, an average of 3.83 people per household, and a median household income of $148,520 in 2024 dollars. Those are the numbers of a young, high-earning, family-heavy community that bought rather than rented. Almost nobody is here by accident.

The trade-off is that you are buying into unincorporated county, not a city. That has real consequences, and the rest of this page is mostly about them.

Read This First

Winchester, French Valley, Menifee: why one address answers to three names.

This is the single most useful thing we can tell you about this market, and almost nobody puts it in writing.

There are four different things people mean when they say Winchester, and they are not the same size or the same place.

Winchester CDP is the census-designated place: about 8.0 square miles, 3,068 residents at the 2020 census and 4,555 on the 2020 to 2024 American Community Survey. It is the old townsite around Winchester Road, and it is small enough that the Census Bureau does not publish a QuickFacts page for it.

ZIP code 92596 is about 57.9 square miles with 38,981 people. That is roughly seven times the land and eight times the population of the CDP. When a listing says Winchester, this is almost always the geography it means.

French Valley CDP is a completely separate census place of 35,280 people across 10.87 square miles, and its center sits about 7.6 miles south of Winchester CDP's. Most of the new housing in 92596 is here. The Riverside County library branch at 31526 Skyview Road is named the French Valley Branch and its published address reads Winchester, CA 92596. Same building, two names.

And the Postal Service accepts Menifee as an alternate city name for part of 92596. Liberty High School at 32255 Leon Road is published as Winchester in some records and as Menifee in others. One school, one address, two cities on paper.

Why this costs people money

Because almost every automated system you touch keys off the city name. Home insurance quotes come back different. School boundary lookups return the wrong campus. Comparable sales searches miss half the market, so buyers overpay and sellers underprice. And the biggest one: a buyer tours a model home, hears the sales agent say Temecula schools, and never checks whether that specific homesite is actually in Temecula Valley Unified or in Menifee Union, Murrieta Valley, Hemet Unified or Romoland.

The fix is not complicated. Before you write an offer here, get the assessor's parcel number, verify the district against the district's own boundary tool, and pull the tax bill. Every one of those is a five minute task and every one of them has saved a client of ours a serious problem. If you are working with us, we do it as a matter of course.

One more correction while we are here, because it comes up constantly: Audie Murphy Ranch is in Menifee, not Winchester. It gets marketed into Winchester searches. It is a different city with a different jurisdiction and a different set of assessments.

The Character Of The Place

The physical experience of Winchester is wide open. This is a broad valley floor with Bachelor Mountain to the east, the Santa Rosa plateau far to the southwest, and long uninterrupted views in most directions because there is still farmland between the tracts. Drive Leon Road or Benton Road and you pass a brand new gated neighborhood, then an alfalfa field, then a horse property, then another brand new gated neighborhood. It does not feel finished, because it is not.

The governance is the part people underestimate. Winchester is unincorporated, so the County of Riverside is your city. Land use goes to the Board of Supervisors. The Winchester and Homeland Municipal Advisory Council is the local voice, but it advises rather than decides. Your parks come from the Valley-Wide Recreation and Park District. Your water and sewer come from Eastern Municipal Water District. Law enforcement is the Riverside County Sheriff. None of that is bad, and county service here is real, but it is different from calling Murrieta city hall and getting a department that answers to a council you can vote for.

The upside of unincorporated status is that the land was cheap enough and the entitlement path clear enough that builders came in volume, which is why you can buy a new home here for meaningfully less than a comparable new home in Temecula. The downside is that a county with 2.4 million residents is setting priorities for you, and the infrastructure has trailed the rooftops. Benton and Leon back up at school hours. That is not a rumor, it is a Tuesday.

Day to day, it is a family place with an outdoor bias. Lots of trucks, lots of youth sports, a lot of people who moved from Orange or San Diego County and are not going back. The evenings are quiet. The stars are better than they have any right to be twenty minutes from Temecula.

Neighborhoods

The Winchester and French Valley communities worth knowing.

Around nine master plans and eight national builders are active in 92596 at once. Phases open and close constantly, so treat this as a map of the market rather than a live inventory list.

French Valley

The largest piece of the market and its own census place: 35,280 people across 10.87 square miles, 87.4% owner-occupied, median household income $148,520 in 2024 dollars. Mostly newer detached homes on standard lots. The majority sits in Temecula Valley Unified, which is the reason many buyers choose here over anywhere else in the ZIP. There is no public high school inside the CDP, so students generally attend Chaparral or Vista Murrieta.

Canterwood

A multi-builder master plan and the busiest name in Winchester right now. D.R. Horton has three neighborhoods here: Juniper, 188 detached homes at 1,576 to 2,311 square feet with no HOA, Sycamore at 2,307 to 3,015 square feet where more than half the homesites are oversized for RV parking, and Willow Pointe. KB Home opened Hudson at Canterwood in September 2025. If you want to negotiate two builders against each other on the same street, this is where you can.

Creekstone

Creekstone tends to sit at the more attainable end of new construction in this ZIP. Do not confuse it with Stone Creek, which is a separate Meritage master plan in the same area. Two different products, two different builders, similar-sounding names.

The Woods

Richmond American's master plan, with Meadowbrook at 2,200 to 2,400 square feet and the gated Auburndale at 1,910 to 1,990 square feet. Verified community amenities include a pool, clubhouse, dog park, playground, picnic area and open space, which is more than many neighborhoods here offer. Amenity-rich master plans usually carry the HOA or assessment to match, so read the budget.

Leon Ridge

Beazer Homes, with Wilder at 2,456 to 3,284 square feet and Carson at 2,085 to 2,449 square feet, both selling out of the same office on Indian Creek Trail. This is the larger-square-footage end of the market. Leon Road is also the corridor most affected by school traffic, so drive it at 7:45 in the morning before you commit.

Siena

Taylor Morrison's master plan, and the main place in Winchester to buy attached product. Oliva at Siena is townhomes at 1,497 to 1,843 square feet, three bedrooms, which is the lowest entry point into new construction in this ZIP. Azul at Siena has closed out. If you are a first-time buyer or downsizing, this is the one to look at first.

Amber Valley

Lennar, with Willowcrest at 2,278 to 2,559 square feet and Brightwood at 1,728 to 2,149 square feet, both selling from Dulcinea Circle. Lennar's everything-included approach means the base price comparison against other builders here is genuinely apples to oranges. Get the option sheets side by side before you decide who is cheaper.

Mountain Pass

KB Home's newest, and not open for sale yet. Driftwood at Mountain Pass is forming an interest list with a sales office listed as coming soon, and Prairie at Mountain Pass has not released pricing. Both are zoned to Menifee Union School District, which is a good example of why you check the district rather than the city name. Early interest lists are often where the best pricing of a community's life happens.

Outlook

Tri Pointe Homes, and effectively at the finish line. Luminary at Outlook was down to a single remaining homesite when we checked, sold by appointment. Community amenities include a park, trails and pools. Closeout homes can be a genuine bargain or a leftover for a reason, and the difference is worth a second opinion.

The Winchester townsite

The original community along Winchester Road, and the part that is actually Winchester CDP. Older housing, larger parcels, some horse property, and a small commercial strip. This is where you find the character homes and the acreage, and where you are most likely to be in Hemet Unified rather than Temecula Valley Unified. Septic versus sewer is a real question out here. Ask early.

Winchester Ranch

Worth knowing because of the tax, not the marketing. Winchester Ranch is the name of Riverside County Community Facilities District 19-2M, covering Tract 30807, which funds stormwater infrastructure and street light maintenance. The initial levy was $571 per year per single-family parcel in fiscal 2019-20, escalating with CPI at a 2% floor and 6% cap, levied annually in perpetuity unless the county ends it. If a home you are considering is in Tract 30807, this is on the bill.

And several more

Stone Creek by Meritage, Sunstone by Lennar, Bordeaux by KB Home, Acadia by Beazer and La Ventana by D.R. Horton are all active in the same ZIP, along with additional Taylor Morrison product. Between 20 and 25 neighborhoods were selling here as of September 2026. New phases release constantly and standing inventory moves fast, so the useful question is never which communities exist, it is which one is motivated this month.

Getting Around

Highway 79, an airport, and two projects that are not funded yet.

Winchester runs on State Route 79, which locals call Winchester Road, and on the Leon Road and Benton Road grid feeding it. Interstate 215 is west of you through Menifee, Interstate 15 is south through Temecula and Murrieta. There is no freeway inside 92596, which is the honest headline. Most commutes here start with surface streets.

French Valley Airport

The one piece of transportation infrastructure that is genuinely here is French Valley Airport, identifier F70, owned and operated by the County of Riverside through its Aviation Department. It is a public-use general aviation field on Highway 79 with a single 6,000 by 75 foot runway, 257 based aircraft as of 2023 and roughly 89,790 annual operations in the year ending September 2023. Two fixed-base operators, jet fuel and avgas, hangars, a cafe and four flight schools. There is no commercial passenger service and none is planned.

The airport is currently untowered. On May 20, 2025 the Board of Supervisors unanimously approved an air traffic control tower project and its environmental document, explicitly conditioned on the county securing funding. On March 24, 2026 the Board approved a design contract with Pond and Company, of which $2,125,883 is allocated to French Valley. A construction start date has not been announced.

The Highway 79 realignment, which is designed but not paid for

State Route 79 Realignment Segment 3 sits in unincorporated Winchester and would build roughly two miles of new expressway. Cost estimates run $240 million on the project page and $288 million in a 2026 briefing document, with construction penciled for 2028 to 2031. Funding is not secured. Treat it as a plan that is real but not scheduled, and do not let anyone sell you a house on the basis of it.

A Metrolink station that exists only on paper

A Winchester Metrolink station appears in the Riverside County Transportation Commission's 2024 Traffic Relief Plan. It is unfunded and unscheduled. We mention it because it turns up in marketing, and it should not affect what you pay for a home today.

Daily Life

Shopping, healthcare and the five-school-district problem.

Groceries and everyday retail

Two grocery-anchored centers serve the area, both in 92596. French Valley Village Center at 30604 to 30736 Benton Road is about 113,928 square feet, owned by Regency Centers, anchored by a 43,887 square foot Stater Bros. and a CVS, with roughly 34 tenants including Starbucks, Bank of America and several quick-service restaurants. French Valley Marketplace at 35914 Winchester Road is the new one, about 92,572 square feet completed in 2025, with Grocery Outlet, EOS Fitness, Rite Aid, Les Schwab Tires, AutoZone, Panera, Chipotle, El Pollo Loco and a car wash. For department stores, big box and the Promenade mall, you are driving to Temecula.

Healthcare

There is no hospital in 92596. The nearest full-service hospitals are Loma Linda University Medical Center Murrieta and, in Wildomar, Southwest Healthcare Inland Valley Hospital, which is Southwest Riverside County's only Level II Trauma Center. Local outpatient care includes Rancho Family Medical Group's French Valley office. If a short drive to an emergency room is a priority for your household, this is the trade-off to weigh honestly.

Schools, and why you must verify the address

Five districts touch this ZIP code. Hemet Unified runs Winchester Elementary and opened Pleasant Valley Elementary on August 11, 2026. Temecula Valley Unified serves the majority of French Valley, including French Valley, Alamos, Lisa J. Mails and Susan LaVorgna elementary schools and Bella Vista and Dorothy McElhinney middle schools. Murrieta Valley Unified and Menifee Union each cover portions. Romoland runs transitional kindergarten through eighth grade in part of the area. And Perris Union High School District operates Liberty High School at 32255 Leon Road, which opened in August 2021.

That is five districts and two high school authorities inside one ZIP code. Builders sometimes list the district for the model home rather than for the specific homesite you are buying, and phases within one master plan can differ. Confirm with the district for your exact parcel, in writing, before contingencies come off.

Learn to fly at French Valley Airport

Four flight schools operate on the field, along with two FBOs and a cafe. Very few communities of this size have a general aviation airport in the neighborhood, and it is a genuinely unusual local amenity.

Valley-Wide parks and youth sports

The Valley-Wide Recreation and Park District is the parks agency for unincorporated Winchester, running programs and facilities across the area. Most of the community-level parks, trails and pools inside the newer neighborhoods are provided by the master plans themselves.

Diamond Valley Lake

Southern California's largest reservoir sits just northeast in Hemet, with hiking, fishing and a marina. It is the closest big outdoor destination to Winchester and an easy weekend habit.

Temecula wine country, twenty minutes south

The Temecula Valley wine region and Old Town Temecula are close enough to be a normal Friday night rather than a trip. That proximity is a large part of what people are buying when they buy here.

The Highway 79 drive itself

Worth mentioning because it is genuinely scenic. Bachelor Mountain, Lake Skinner off to the southeast, farmland, and on a clear winter day snow on San Jacinto and San Gorgonio. It does not look like the rest of Southern California.

One thing you will read online that is no longer true: the Winchester Cheese Company, the Dutch gouda dairy that put the town on a lot of food maps, is closed. Its founder died in 2011. It is a piece of local history rather than a place to visit, and any guide that sends you there is working from very old information.

What's Happening Now

The county is deciding what Winchester becomes.

There is a live planning process underway that would reshape this area more than any single development.

The Winchester Community Plan

Riverside County has proposed General Plan Amendment No. 1207, which would expand the Winchester Policy Area from roughly 287 acres to roughly 23,153 acres. It would change rural designations to residential, commercial and industrial across about 227 parcels covering 1,480 acres, remove the 50,061-acre Highway 79 Policy Area and replace it with a per-unit mobility fee, and adopt new design guidelines for the area.

The Board of Supervisors voted on October 22, 2024 to continue the item off calendar. Public hearings have been expected to begin in 2026, and a community presentation was held on April 23, 2026. The cities of Temecula and Murrieta have both formally objected. Nothing here is approved. If you are buying in Winchester, this is the single item worth following, because it determines whether the field across the street stays a field.

Retail has arrived, and recently

French Valley Marketplace at 35914 Winchester Road, about 92,572 square feet, was completed in 2025. That is the most concrete recent delivery in the area and it materially changed the everyday convenience of living here. Grocery Outlet, EOS Fitness, Rite Aid, Les Schwab, Panera and Chipotle among others.

The airport tower is moving, slowly

Design money for the French Valley Airport control tower was approved in March 2026, with $2,125,883 committed for design, bid support and construction administration. Construction funding and schedule are still open questions.

What is not happening

We get asked about all three of these, so to be clear: there is no active incorporation effort to make Winchester or French Valley a city, the Highway 79 Segment 3 realignment is not funded, and the Winchester Metrolink station is a line item in a long-range plan with no money and no date. Any of them could change. None of them should change what you pay today.
