What the assessment buys
The 18-hole golf course and country club, the Canyon Lake Lodge, the Country Club Bar and Grill, a swimming pool, tennis and pickleball courts, equestrian facilities, baseball fields, a senior center, a community garden, the Happy Camp campground and recreation area with the gas dock, Holiday Harbor with its rental slips, marine patrol and boat registration, and eighteen named parks and beaches: Diamond Point, Eastport, Emerald, Evans, Harrelson, Holiday Harbor, Indian Beach, Lions, Lucky Cove, Moonstone Beach, Outrigger, Roadrunner, Rob Caveney, Sierra, Steelhead, Sunset Beach and Vacation, plus pet-friendly areas. Because nobody outside the gates can reach any of it, all of it is effectively members only.
Fire and police
Canyon Lake runs its own municipal fire department, which most listing sites still get wrong. On November 4, 2020 the council voted unanimously to end the CAL FIRE and Riverside County Fire contract, and the Canyon Lake Fire Department began operating January 1, 2022 with eleven sworn personnel. The city purchased the station property from the POA in 2023 for $1,390,000. The department handled more than 1,100 emergency calls in 2024, and in August 2026 the council approved a lease purchase for a new Type I structural engine at about $1.18 million, commencing August 2027. Police service is contracted from the Riverside County Sheriff's Department out of the Lake Elsinore station.
Public safety funding is an open question here and you should know that going in. In November 2024, Measure Z failed by four tenths of a point, 49.8% to 50.2%. It would have created a restricted public safety fund from a three quarter cent transactions and use tax plus a cannabis business tax, projected at about $855,000 a year, against a sheriff contract the city projected rising from $2 million to $2.5 million by 2029. In June 2026 a public dispute broke out between the CAL FIRE union local and the city over staffing and response reliability, with the city manager rejecting the union's claims and citing an average response time of about six minutes. Both sides are on the record. Neither has been independently settled.
Schools
Lake Elsinore Unified School District serves Canyon Lake and no public school sits inside the gates. Students attend campuses in Lake Elsinore, including Tuscany Hills Elementary, Cottonwood Canyon Elementary, Canyon Lake Middle School and Temescal Canyon High School. Note carefully that Canyon Lake Middle School is at 33005 Canyon Hills Road in Canyon Hills, outside the gates, despite the name. Boundaries change, so confirm your specific address with the district.
Getting in and out
Guests are managed through the POA's visitor management platform, and residents use transponders or decals. Non-residents must be called in by a resident or accompanied by a real estate agent, which is worth knowing if you are planning to tour: you cannot simply drive in and look around. The I-15 and Railroad Canyon Road interchange, a $41 million project, opened in April 2022 ahead of schedule and materially improved the drive to the freeway, though the interchange itself sits in Lake Elsinore.
